If using dual monitors, disable your second one from your Windows display settings. You can also try lowering your resolution (both desktop and game setting to match each other) to see if that helps. Launch the game in Windowed Mode by selecting Options from the Fallout 3 Launcher and ticking the Windowed box under Mode. You can also try using just these settings: Leave it turned down until we discover what the problem is. Lower them ALL THE WAY so we can be 100% sure if it was the problem or not.
